So it's from a security standpoint, from a DOD standpoint, from an intelligence community standpoint, you always have to have the worst scenario in your mind.

I mean I recall when the DOD program was set up out of DIA, they said, well, we need to investigate this to find out whose craft they are, how do they run and whatever, whatever.
